Coastal Engineer i (PT/OC) - FEMA Reston, VA, US
Job Description Conduct site inspections on sites with major damage (e.g., destroyed facilities; facilities with extensive damage; facilities with significant damage to mechanical, electrical and plumbing components, etc.) to document disaster-related damage. Conduct site inspections to validate infrastructure damage and record detailed damage descriptions during the inspection to include the following additional tasks:
• Review and analyze professional architectural/engineering reports and designs or as-built plans
• Thoroughly document analyses in writing
• Develop scopes of work, including related code and standard requirements
• Validate applicant-provided scopes of work, including related code and standard requirements
• Develop and review cost estimates
• Advise FEMA staff on the technical validity of claims presented under FEMA’s arbitration process. Should arbitration hearings occur, testify as an expert witness on FEMA’s behalf
Identify, assess, and resolve problems concerning the environment. May design, install, operate and maintain measuring apparatus to determine the level of pollutants involving air, land, and water. Perform experiments and report findings on environmental consequences of equipment, tools, and procedures. Ensure the organization's conformance to federal, state, and local environmental legislation. Rely on experience and judgment to plan and accomplish goals. A small degree of creativity and latitude is expected.
This is a Part-Time On-Call position.
Required Skills Ability to obtain successful pass a background investigation to obtain the required FEMA clearance.
Bachelor’s Degree and 5 years of experience in the field and professional registration OR Bachelor’s Degree and 10 years of experience in the field.
Effective interpersonal and communication (verbal and written) skills.
This position supports a U.S. Government contract whose terms require that applicants possess U.S. Citizenship.

Department Our services in the Defense business unit support all branches of the U.S. military and the intelligence community. Our teams provide a variety of support services related to the maintenance and life cycle sustainment of US Navy, US Coast Guard and Customs and Border Patrol fielded C5I systems. We are focused on the design, systems engineering, project management, procurement, installation, training, testing, and field maintenance of these systems. We also provide personnel services to military personnel, military families, and civilians working for the military.
